Well I've not looked at establishing if there is a family link yet, however, I most definitely can put a face to a name!
If in 1954 he had served 23 years with the Woodstock Borough Council, I know that he served for at least another 12 years, as the photo of the Woodstock Town Council in 1966 proves:

Newspapers all too often reveal ancestors behaving badly. But here's an Oliver who seems to have been a pillar of the local community:
(From the ‘Oxford Times’, 28 May 1954) Alderman E. H. Oliver was re-elected for his third term of office as Mayor of Woodstock. He had first joined the Woodstock Borough Council 23 years previously and in all that time had only missed one meeting.
Kelly’s directory of Oxfordshire 1956 lists an Edward Herbert Oliver as an Alderman in Woodstock, presumably the same man.
Does he fit into the Stonesfield/Finstock Oliver tree, or is he a "stray"?
